United Kingdom Certificates of Origin

We are authorised by the HM Government to certify United Kingdom (UK) Certificates of Origin and authenticate associated documents such as invoices & packing lists.

Certificates of Origin are issued to comply with overseas Customs requirements, Letters of Credit or on occasion at the request of a client.

The Certificate of Origin is a document used in international trade completed by the exporter or its agent and certified by an authorised issuing body (Chamber of Commerce) certifying that the goods are of a particular origin.

From the 1st April, the UK Certificate of Origin are now issued on blank paper. The pre-printed UK Certificate of Origin blank forms are no longer valid and MUST be destroyed. Please click here to view the new procedure.

Staffordshire Chambers of Commerce operates an electronic document processing platform called eCERT.

These platforms enable exporters to apply online for certificates, have them fully approved and stamped by the Chamber and printed out on to plain paper within their own office.

Arab-British & Egyptian-British Certificates of Origin

If your exports take you to any one of the nineteen Arab States or to Egypt, you will generally find that documentation is required.

Arab-British Certificates of Origin are required to be used for exports to Arab League Countries and Staffordshire Chambers of Commerce is an authorised agent Chamber for the Arab-British Chamber of Commerce and can arrange for the certification and legalisation of all Arab documentation.

Staffordshire Chambers of Commerce is an authorised agent Chamber for the Egyptian-British Chamber of Commerce and can arrange for the certification and legalisation of all associated documentation.

Egyptian applications are completed on the United Kingdom Certificate of Origin.

eCERT - Start your export journey with us!

As a fully accredited issuing body, we can certify UK/Arab certificates of origin and UK-EUR1 movement certificates.

The team will also authenticate other commercial documents as well as facilitating the process of ATA Carnets and Letters of Credit.

This document is non-preferential and used for custom clearance. It can also be requested for re-export, for commercial or financial purpose or an import regulation.

This document is issued for goods that are being sold and permanently exported to Arab League countries.

It is certified by the Arab-British Chamber of Commerce and legalized by the Embassy of the importing Arab country.

We will ensure liaison with the Arab-British Chamber of Commerce and Embassies. Please allow a minimum processing time of 2-3 weeks.

This document is used to support claims for preferential rates of duty in the country of import and is certified on behalf of HMRC.

To qualify, the goods must be UK originating. The preferential system only applies to countries where a signed preferential trade agreement exists with the UK.

Note due to the UK-EU trade agreement, you do not need to apply for a UK-EUR1 Movement Certificate for shipments to Europe.

Varying from commercial invoice, packing list, sale contract, company registration…

Your customer might request for these to be authenticated by your local chamber of commerce.

Authentication process consist of confirming the signature of the applicant is genuine by adding stamps to the document.

Documents can be submitted electronically via your eCERT account or originals sent by post.

Document attesting the existence of force majeure circumstances that are beyond the control of the applicant such as fire, flood, industrial disputes, pandemic etc.

The Export Documentation team can only certify factual details that can be evidenced.

In the first instance, please email your letter confirming details of the force majeure circumstances and the scope of non-fulfilment of contractual obligations due to these circumstances, signed by the company director to exportmailbox@staffordshirechambers.co.uk.

This document will be requested when taking goods temporarily out of the UK and will be valid for 1 year from the date it is issued.

Please note you can only use ATA Carnets in certain countries and each have their own rules about what goods you can bring in with an ATA Carnet.

ATA Carnets

An ATA Carnet is an international Customs document that operates like a passport for your goods. It allows the temporary importation of goods into countries that are part of the ATA Carnet system and avoids you having to pay unnecessary taxes or duties.

ATA Carnets cover all goods that are leaving the UK and returning within a 12 month period. They do not cover disposable goods that will be used while out of the country or items that will not be returning to the UK.

If your goods are going outside of the UK and into one of the 40+ countries that accepts ATA Carnets and you are going for one of the following reasons:

  • You are exhibiting at an International Trade Fair/Exhibition
  • You are taking Commercial Samples with you to business meetings to try and generate business
  • Your goods are going out for Professional Equipment purposes to perform their function or to undergo testing
If this applies to you, you should be using an ATA Carnet. The ATA Carnet simplifies the customs procedure into a single document and makes the importation process much quicker and easier to handle.

All carnets are applied for via our electronic service, eCert, they are processed and can be ready within two hours.

The cost of an ATA Carnet will differ slightly depending on the service you select upon application. These may include:

Standard Service: Apply by 1pm to get your carnet processed and posted out to you for next-day delivery, or ready for same-day collection.

Express Service: If you have an urgent carnet that will be applied for after the 1pm cut-off, we can fulfil this for an additional fee (£75+VAT).

As of 1st January 2021, we are now able to issue carnets for the temporary movement of goods to the European Union. Previously, goods have been able to move around Europe without an ATA Carnet thanks to the benefit of Free Movements of Goods that being an EU member granted the UK, but as of 1st January, some form of temporary movement process will now need to be followed.

An ATA Carnet has typically been the quickest and simplest form of this. If you are going out to European exhibitions, taking items to business meetings as commercial samples or if items are going out as professional equipment, for example, lighting and rigging for a band going on tour, you will likely need a carnet.

HMRC Preference Documents

EUR1

An EUR1 (movement) certificate is a Customs document which, if your goods qualify, can assist you to claim preference (meaning that your goods can be imported into overseas countries at a reduced or even zero, rate of duty) with countries where trade agreements exist with the UK. Staffordshire Chambers of Commerce issues and endorses EUR1 certificates on behalf of HM Revenue & Customs.
